Here is a brief history of Net Neutrality in the US.
* 2005 - FCC Open Internet Order established four principles of the open internet.
* 2010 - Comcast Corp. v. FCC ruled the 2005 order could not be enforced as is.
* 2010 - FCC Open Internet Order 2010 laid out regulations establishing Net Neutrality.
* 2014 - Verizon Communications Inc. v. FCC ruled that the 2010 order could not be enforced without reclassifying ISPs under Title II.
* 2015 - The 2015 FCC order was released reclassifying ISPs under Title II.
So with any research at all you can see the concepts behind Net Neutrality were legally established in 2005. Now with this recent overturning of Net Neutrality we're back to before 2005 as far as Net Neutrality is concerned.
