Faster Ground and Water Scroll

You know how in the Advanced tab in the environmental options, you can make the ground and water scroll? I would like an updated version that shows the exact speed, and has more speed options than just mild car ride.

Bump, would this be easy or hard to make? Oh, also, this is desperately needed for a build of mine.

Bump, in Open Code's server I saw someone use a console command to make the speed higher than the maximum via console commands. Could I at least get the command used?
