Youtube has two conditions that they are required to follow:
Ads pay per view. You make a lot of views, you make a lot of money. It's as simple as that. Anything else is not physically possible to sustain.
Ads aren't attached to offensive videos. The companies paying for these ads are not interested in having their product associated with foul videos. It's nobody's fault, just the way the world works.
None of these conditions will ever change. They aren't unreasonable either.
