This guy made a client-sided thing. Found the video on a thread archive. Anyone know anything about this, such as where I can get it, or if there's any news on it?

It is possible, but to do it well probably requires a client mod? Meaning both the server owner and every player on the server will need to download an add-on

It's part of a private project called Suburbia, which isn't being worked on(?), so you will probably never get to use the add-on in the video. You should post this in Suggestions and Requests, it'll get more attention there
