If it really is just an asset flip, it will get removed. This isn't even really just a policy thing. People sell those assets so that people can have a prototype or base game to build from. Not so someone can just stick it on steam for money. It also often breaks the asset's terms of use or something and that alone can get the game pulled regardless of what steam's policies are.
