Dedicated server on steam

How do I setup a dedicated server on steam and be able to play at same time. I've tried everything.

Not possible. You'll have to purchase a non-steam version to host.

You can only do one at a time via steam. To host a dedicated on steam, you have to add -dedicated to the startup code thing
