im not any car expert, but im pretty sure building a car would cost a lot more than just buying one

pretty sure there's some laws or regulations if you want to build your own car, for safety reasons. it probably wouldnt be as safe as consumer cars though cause i doubt you'd be building in things like side window airbags or other modern safety tech.

you get 5 extra fps if you custom build your car

This is actually a pretty interesting topic because as it stands right now there are very little federal laws in the way of creating your own car whether you use a pre-engineered kit car chassis or you somehow created your own car from scratch you would really only have to comply with state level laws. Makes sense because you'd register the car at the state level, not a federal level. This could be great or horrible depending on where you live, some states only require the bare minimum of safety, seatbelts, proper lights at every corner basic stuff that a car from 1937 would have. Other states can be a bit more strict requiring a modern exhaust system with catalytic converters, a body that completely covers the wheels so there's no exposed tire from a vertical angle, some ever go as far as requiring shown proof that all the major components (engine, transmission, etc) are not stolen property.  This also means that if you were to ever move your custom built car may no longer be registerible.
