I think it's redundant to "recount" an arbitrary popularity contest from a year ago.
Especially when the person running it disqualifies anybody they think is cheating.

I fully expect you to disqualify anybody who gets "too many" votes on grounds they are somehow cheating.
This whole thing is just silly.
