using cheats disables awards, in other words, they use cheasts to finish two/three maps, then disabled them and did the forth, thus no cupcake

Reinstall Portal. The achievement's progress will reset. Had this in TF2

HL2 cheats work in portal, heck you can even get the HL2 weapons by using impulse 101
