Phasers make the higher-pitched sounds do a looping effect, whereas a flanger does a looping effect with the whole sample while adding a whining synth-like noise.

Hmm... I skipped to half way through, and there is sounds more like a phaser. At the beginning though, I could tell it was a flanger.

my amp is like a line 6 pod but build in the amp and the phase and flange sound pretty similar
EDIT: looked at the preset i made for it; it is flange
