I'm pretty sure it looks like the last part was tacked on, and might not be grammatically correct.

You haven't stated in what way it is being considered. Its just a strange way to say what you meant... Here are some examples of "consider":
considers waste to be criminal.
Her success is not surprising if you consider her excellent training.
failed to consider the feelings of others.
Do you see what I mean?
