Pretty simple really. Noobspeople just don't realize that you are supposed to extract to your Blockland folder and not the addons folder.

It wouldn't be so annoying if they weren't all crappy weapons like "addons/addons/goldeneyeclusterforgetmachinegunwhichshootsfasterandmoreaccuratelythananyotherweaponknowntoman.dts"

I mean, all the good/useful add_ons (like the duplicator wand) have very little/nothing to download.
