I say at night, use the rolling sage brushes as Camo and start running, then if a helicopter is near, stop moving. it Will be hard for them to see you if yor are camoflaushed

Make the parachute lean onto the cliff wall, put sand on it so it looks like it's part of the cliff, hide under it and peek through the side and wait for the police/helicopters/whatever else to pass, then go out and head to town.
