You just need to grow it on the LOWER level of your town, below the cliff ledge. Anywhere below that ledge is good except on the sand.
To guarantee a tree you simply place it where the stump of another tree(cut it down) was.

In my Wild World one half of my beach was covered in Coconut trees.
