What is it actually meant to say at the moment?
My graphics are no max and still, they're unclear to me.

Your not supposed to read it. The text is all blurry, you can find that texture on the 2nd floor of th bank and the blacksmith.
Wedge:
You can change it to say something if you want. I changed mine to Facist party posters. Not really. A conversion of all the textures might be cool though, if someone wanted to do that. It would probably look odd the way they lined up though, if you did change them.
