In some places it's legal before 18 if you are within 18 months of their age.

Its not a question of morality, its just the government trying to appease household wives who want to protect the innocence of their children by not exposing them to enjoyable things like love. If it was an 18 year old having love with a 13 year old that'd be weird, but two 16 year olds is fine.

It's mostly to avoid underage pregnancies and the complications of abortion or parenting thereafter. If abortion laws weren't so iffy it wouldn't be all that complicated. Like it or not abortion is the best prevention means a woman can have access to when it comes to unwanted pregnancies, even if it results in DEAD BABIES!!
