theres a weird underground damaged city in gsf vicecity and WHAT THE HECK IS IT?

notice the tipped building leaning to 1 side severely

Ghost puts Blue hell in all of the GTA maps.

If you had actually LOOKED at it for more than 5 seconds you'd see the "WELCOME TO BLUE HELL" sign.
