Looks like it was made with paint, probably not transparent.

it was made with paint and its not supposed to look blocko its supposed to look like darth vader! you cant really change that... what could i use instead of paint?

PAINT? Don't use paint. Get Paint.NET.

Actually, it is very descent, it is nothing more than that though. Descent. The body just has a repeated pattern that is kind of strange looking. Face is all right though, I never really liked this minifig to begin with.
