How can i make Non admin able to build Taller

I want to let PPl be able to build to the roof if they Like or in my hotel how can i set that. Please help and thank you.

Full Trust button in the players list I believe. Not 100% sure havent played in a while.

No Full trust don't work. im sure its a setting i have looked over 9000 times
