Using the "Team Chat" key in a normal minigame or a server without Team Deathmatch will message just the people in the minigame.

Everyone should have a radio automatically, really - it doesn't need to show up in the inventory, just everyone has one 'stored' invisibly. When you type something in Team Chat, it messages your selected radio channel and puts the radio item in your hands as an effect. (does nothing) Radio channel 0000 would be the 'help' channel which admins could always see, maybe.
