Why wont my animated gif move in my avitar?

If it's too big, it'll get resized, and lose it's animation.
Make it smaller (75x75 or less, in your case 75x48), and then set it as your avatar.

What program do I use to make it smaller?

I use PDN, or Paint.NET.
