How do you have moving avatars do they have to be a gif?

You have no Idea what your talking about..
I am pretty sure it has to be a .GIF, but it can't go over the Size limit of the picture.

Yes.
It needs to be a 75x75 animated .GIF picture. Any smaller or larger and the animation fails.
