Yeah I mean. We don't know. We may claim that we know, but we will never know. Something can happen by chance. That's how forgeted up our universe is.

In maybe other earth-ly planets in the universe, the oxygen levels could've been 20% in places and 26% in other places(and higher and lower) and we just happened to be the planet with 23%.
