It took a bit of work with google translator but I reported the site to tripod, let's see how long it takes for them to take it down.
I assume they won't ignore my email just because it isn't written in Dutch, but if anyone is a native speaker, here is the report url: http://www.tripod.lycos.nl/support/abuse/
and here is the site you need to report: members.lycos.nl/css123/ (enter the site as I typed it, leave off the http://, the form doesn't like it)
It falls under fraud, which google tells me is oplichting

No, you can't suggest it. Anybody stupid enough to go to the link after we said it's a scam site and enter their details anyway deserves to have their account stolen.
