3 second rule?

so the other day me and my sister were eating a pizza and drop a pepporoni slice on the ground and picked it up and ate it and told me there was a three second rule.if you pick it up in less then 3 sec no germs will effect it i dont know if this is true or if she got it from this site.

depends if its a dry or wet substance.
dry the 3 second rule applies, wet (like a peperoni), it doesnt.
