add-ons won't disable

whenever i disable my add-ons and starting my server all of my add-ons enable themselves so i have to delete or move them out of the add-ons folder for them not to appear. please help or tell me how to disable them and make them stay disabled.

Did you disable them in the 'add-ons' button on create server?
