add ons wont download

ok im posting on here again i seem to have a lot of questions. My friend has a Windows Vista and followed the instructions to get add ons and cant move them out of the temporary folder. please help because i cant host a server but he can so it would be very helpful if you could solve this problem.

every time he downloads something he cant get it out of that folder and into the addons folder. we call it temporary because it doesnt have a name
