64 x 64 baseplate blues

I was working on a build an rp server when I get a message saying "Build on a 64x64 baseplate"It gets really annoying that it forces me to put a big baseplate when all I wanted to build was a small buildiing.Any reason for this?

it is called build terrain rules..uncheck it in the add-ons menu
