Limited water time Playertype/Mod

I think your meter to represent how long you can stay in water should be like in the legend of zelda: wind waker, but with a different style in the bubble.
Space Guy:
You could have it like the electrified water in the Tutorial. When they fall in, respawn them at a nearby spot, play the "death" sound to the client and give them a damage flash but no actual harm. Simple, understandable and requires no code.
