IP setting help

When i get into my Computer's Internet setting things, where you put the IP and DNS numbers in, it keep saying that the IP is being used already by another router that i dont even know that exists, and it resets itself.

So everytime i put in all the info, it clears itself. And its frustrating me

Is there anyway to fix it?
