Key Binding for F8 + F7 Does not Work

I think it must be a laptop issue.
My new computer is not a laptop but it does have a laptop-type keyboard.

I doubt anyone has the same keyboard.
Is there any key you can hold to do normal keypresses?
It would be a modifier other than Alt, Shift, and Ctrl.
