Those guys appear in Lego Island 2 after the Brickster gets free and steals all the book sites from that one special book.

The Brickster would then plot vengeance. In Lego Island 2, the Brickster wears the same uniform, only his beard is buzzed and he sports green goggles and a black beanie. His new plan was saving the chilis from pizzas he eats until he has enough for his "dragon breath blow" which melts the lock.
