How do you make sticky topic

The duplicator and fillcan were add-ons used everyday by almost every person. Having a fix in under an hour after V12 would earn a sticky.
The topic has to be important.

um ok but wat the H*** is the dplctr,fll can,and brcknmgn have to do with this and his profille sais "OFFLINE"and he would have replied to a message i seent him if he was online but he's not

The duplicator/fillcan/name gun topic was stickied. He's trying to tell you that it was stickied because it was important enough.
