Grab an empty flash drive or CD and put a lightweight operating system on it. Boot off the flash drive or CD.
Done. You should be able to browse fine with it.

My moronic school managed to block the schools homepage and every website on the web and couldn’t fix it.... Then proceed to overload the schools U drive so 3 of the classes I was in couldn’t operate for 2 weeks. Augh stupid school.
