Is there a way to shrink the size of a .ogg file?

Is there a way to shrink the size of a .ogg file? I have this good loop for a song.. it's not over half way and its over 500kb.. Was wondering if you could shrink it like you can with a .zip file

If it's over 500kb it's a long sound file. Make the loop shorter.

It's about 700 kb and its about a minute long.

Then it's not a good loop.
