.gif file, use an animation program. It's pretty simple, follow the guidelines and you'll be alright.

Anyways, I only know one program that does it.

search easytoon, download it where it says "build 3" on one of the websites.

After you done, go to file and export it as a .gif

Also, frame should be 75x75.
