Make sure that's the name of the tire by typing frogVehicle.Dump(); and finding the default tire.
Also, you must respawn the vehicle after tire/spring changes.

if you want no tire use
ForkliftVehicle.DefaultTire = notire; or any other random word, or just use tire;  it shall make it not move
change the forklift to what vehicle you want.(unless you want to use forklift)
Sir CHEEZBURGER, use FROGtire, or do what Niliscro said.
