He means a shape looking like hair, not the drawn hair on the blockheads.

I honestly think that the BL people or whatever you wana call them would look terrible with the hair because the original lego plastic people didny look good with hair. i just liked the hats, helmets, etc.

Hats and helmets look a lot better on BLOCKLANDERS.
