Questions about making a dedicated server.

Ok, i've been wanting to make one lately, but i have a few questions:
1: Does it use the same amount of bandwidth (or something..:P) as making a normal server, and just keeping your character AFK on it?
A: N/A
2: Is there a way to talk to the people on your dedicated server without being on it with your avatar around?
