Why cant I whisper?

I've tried whispering by typing /whis <Name> (Message) but for some reason I cant. Is there an Add-On for it? If so, please post the link. Same for announcing...

It is included with IGSO but I would use this instead. It provides the same features with unlimited words (or at least as many as you can enter)

Im in a default mini but it still doesnt work
