If you host a dedicated, and are on that dedicated, then DOF screenshots probably work. If you're hosting a non-dedicated server, then DOF screenshots won't work.

I'ts not strange at all, it's disabled on non-dedi servers to prevent the host from timing out and the server from crashing.
