the basic programming language is either C or C++, so i would recommend the tutorials at www.cprogramming.com .  For making the files, just create a new folder for the project, right click on it and select open command prompt, and type edit filename.cs or whatever file type you need.  the resulting file follows a basic MIME type format editable and readable from wordpad and notepad.

hey douche bags, can some of you shut up with your: wow your addons are gonna suck... and: dude you are going to fail... STFU LITTLE PRICKS. Hey I'm new to modeling addons and im pretty good at it (Blender 3D, I DO NOT RECOMMEND NEW MODELERS [ specially u Hacumi ] TO USE IT IT CAN BE VERY HARD FOR NEWBIES) The only NICE guy is Azerath.
