I heard that somewhere has some law that if you are under 13 you can't have caffine. It's probably BS but it might be the same source she had.

That's probably because parents don't want their kids up all night because of the caffeine. So some don't want them to have coffee.
It was the sample girls perception of age or maturity that was really screwed up.
