Hmm.....

Condition 1: No vehicles in the vehicle list
Condition 2: You click "send" to spawn a vehicle but no vehicle spawns
Condition 3: Other...

Which condition are you having?

If you attempt to spawn a vehicle, but it makes the sound when you pick up or drop an item, it means it's an invalid vehicle for the terrain your on, and you should put it on flat land, or water.
