Help!! How do i resize my avatar!!

i have this avatar photo i want but it needs to be resized, but heres the problem it's a .gif file!!

Umm its not letting me put my image here even though i put insert image on? The image is 130 by 130. plz help

Avatars must be 75x75. Resize in an image editing program like MSPaint or Paint.NET.
