Downloads Randomly Pausing

Lately, I've tried downloading some source mods for some fun, and I noticed that all of the files are randomly pausing, and will only start again if I pause and start them again. This is getting really bad now. I can only download a few KB before having to reset it. Anyone know what's up? I don't think it's a download cap.

It's usually your Internet connection. I had this problem when I was up in Canada last month (Never get Shaw if you go there for whatever reason - it is not high-speed and the downloads do this all the time).
