Can't Join my own Dedicated.

Exactly. If you're starting a dedicated server - Internet or LAN - you need to hit Query LAN if you're on the same network as it.
Chrono:
Whether or not the server is Internet or LAN, if it's still on the same network, you may join it through LAN.
