My virus scan is still stuck.

Alright, I keep trying to run a full virus scan with McAfee (keep your opinions to yourself), but it keeps getting held up on a particular file. It gets about 1% through the scan, runs into "C:\$Recycle.Bin\S-1-5-2...0455-1000\$R5Q28N8.part" and stops. It never clears that file.
I Googled pieces of the file with no results, so what should I do? Is there a way to get into that location and delete the problem file? Would that screw anything up? I'm at a loss, and I want to be able to run a full scan of my computer. I'll leave it on overnight and see if it just takes a REALLY long time to scan, but even if that's the case, I want to fix that problem file.
Caution:
The same thing happens to me with WindowsCare, it gets to one of the categories and stops about half way through. Usually it's just a cookie or something so I just uncheck the category so it skips it.

Try emptying out the Recycle Bin or something.

I want to fully scan my computer. What if there's a virus in whatever category it's in? I want total control.

Already did.
Scan update: It hasn't moved from that file since it came to it a little before I first posted.
