That's because of the tribal history of the United States. Only recently were black and Hispanic people allowed to be equal to white people, and so they are still economically disadvantaged. With an economic disadvantage comes with a dislike of the leisure of the wealthy, namely education. With that underprivileged and underachieving culture, we obviously have scores that show a lower Intellectual Quotient.
The IQ test is a horrible way to measure the intellect of anyone.

no you're definitely wrong
first of all it's not a US measure i'm fairly sure. there are black people and hispanics in other parts of the world...
also, the IQ test is a pretty decent measure of intelligence. idk why you say it isn't
oh and on a final note, education has nothing to do with intelligence
