Like some one sends you a request, It automatically Ignores it.
But if you sent one, The person would be up to decide.
Not sure that this has been suggested / Asked.

Set it to trust only.
Ignore trust request.

You'd set "People who can send me an invite" to "Nobody at all" and it'd work like you described above.
